I would note that Grand Juries are secret, and that the prosecutor has full control of the proceedings with no opposition and no defense of the accused. They can spin whatever story they like for the jury, and Brady violations (withholding exculpatory evidence) don't seem to matter. Hence the famous quip that Grand Juries can be used to indict a ham sandwich. Or apparently, exonerate a ham sandwich if that is the agenda.
